What role does the state play in the registration, numbering and documentation of boats?

Many states have prescribed licensing and boat numbering rules under state law. Registration is essentially a tax. The registration fee is generally based on the length of the vessel.

"Numbering" under state law is governed by certain federal regulations that in most cases have been adopted by the states. In most states, the state issued registration numbers must be displayed on the forward half of the vessel.

Each state is free to issue their own state use tax guidelines dealing with vessels purchased in the state to be used within the state or specifying the time in which a vessel purchased within a state must be removed from that state to avoid paying the sales tax to the state of purchase. Since the laws vary greatly from state to state, it is a good idea to consult with an attorney on these issues within the state in which the boat was purchased or will be used.
