In renovating a former grocery store to become an auto parts shop, I was forced to meet higher standards than a similar operation down the street. Why?

Probably because your competitor’s store had the benefit of "grandfathering" which "excused" the owner from conforming to the existing rules of the zoning code. Zoning ordinances are frequently updated and changes in ownership or occupancy or new businesses must be in compliance with the higher and more recent standards.
