What is an Environmental Assessment Report (EAR)?

An Environmental Assessment Report (E.A.R.) is a preliminary decision-making tool that a federal agency uses to identify the possible effects of a proposed project on the natural environment. It starts as a short, one- or two-page draft; from it, the agency can then determine whether a more formal document, called the environmental impact statement, is necessary. The report is not generally available for public dissemination.
