I’m allergic to pesticides my landlord is using but can’t avoid exposure. Can epa stop their use?

No, the EPA lacks that authority. You can ask the building manager if he/she would exempt your apartment, or let you know in advance, so you won’t be there for the application.

If that does not work, determine what pesticide is being used by asking the building manager, or the commercial firm which does the work. Also ask who sold the pesticide and its EPA pesticide registration number.

Another alternative would be to get your condo association, or tenants to petition, against the treatment.
